Reviewed Fall enrollment, noting SLC is a diverse district with just under 20,000 students, of which 58.9 percent are minorities, 3.3 percent homeless, 54 percent low- income and 28.5 percent non-English speakers. Eighty-four languages are spoken. There was a 2.9 percent decrease in enrolled students from last year. Most students are district residents. Kindergarten enrollments are down; sixth and eighth grade declines will affect next year’s middle and high school numbers.

Discussed “right sizing” classes to meet state-mandated targets, which are higher than average class sizes in district. One board member wondered whether some schools are overstaffed.

Reviewed 2022-2023 Student End-of-Year Testing Data and School Report, which showed pandemic gaps are ongoing and students with disabilities are not on track. Presenters suggested wellness checks over time for kindergarten, third, fifth, eighth, and ninth grades for literacy, math; attendance, grade point average, and effective student behavior.

Voted for additional 30 minutes for public comment.

Heard from the district superintendent who has been in her role for 100 days. She thanked everybody for support. She has met with many stakeholders. Her goal is for the district to be the State’s flagship district. She praised district teachers and noted deep community support. Challenge is atomized schools that work independently rather than collaboratively to solve problems. District has large variety in models and programs that are counter-productive to shared solutions. Special education needs more resources. Another area of concern is inclusivity. Bullying and racism needs to be stopped. District is implementing reading initiative for next five years, implementing social-emotional learning, a strategic plan, and career and college pathways.

  • Murray City School District

    Meeting Date: 8/19/2023

Noted Murray residents will be surveyed on boundary alignment and school closure.

Reported on Positive Behavior Support Plans’ highlights. In general, elementary schools’ use of Wellness Centers and school-wide incentive systems was successful. Lack of parent involvement is a challenge. Junior High challenge was unkind behavior and High School challenges were attendance, substance abuse and improving mental health. Will introduce plans for current year at October meeting.

Reported school attendance is still recovering post-pandemic. Murray High School and Parkside Elementary are the two schools struggling the most.

Noted Murray School District is about in the middle of all state school districts in chronic absenteeism. By 2028, MCSD wants to be back at 90% of kids regularly attending school with the goal of increasing of about 4% per year. Superintendent stressed need for teachers to add value to students coming to school and to let students know they are seen and heard and missed and to emphasize in-person relationship with students. Board members expressed concern that some parents may think students can do everything on the computer.

Reported on Parent/Family Engagement Policy to include all parents, including those who don’t speak English. A model policy was provided and compared to existing MCSD policy, which indicated that much of the policy was in place and MCSD already has many tools. The policy part that does not allow family members under 18 to provide translation was major point of discussion. This portion will be looked at to ensure MCSD compliance.

Noted for Early Literacy Plan, district receives money for this, so goals created were pre-approved by state board and required MCSD approval. Rules were suspended for multiple readings to ensure that plan was approved by the September deadline.

Reported on District’s Special Education policy, which needs to be updated for federal law compliance. A few noteworthy policy items:

    • Was changed to include up to age eight instead of seven for early intervention as early intervention has helped participants succeed in a general education environment.

    • Requires plan development for adult life with student at age 14.

    • Notifies parents when student is age 17 that student will be age of majority at 18 and will have rights transferred to them unless parents successfully petition for guardianship.

    • Requires MCSD to do evaluation of home schooled and private school students in district.

Asked the superintendent to clarify district policy regarding House Bill 374, which addresses the process for removing books from school libraries. Reviewed the 11-page policy for book/novel review and selection and the subsequent appeal process. Heard a citizen comment against three books. The citizen asked the board to reject the books, saying he does not trust the Taylorsville High School Community Council because it “rubber stamps” whatever the English teacher says. The board then voted 5 to 1 to approve the three books, with one abstention.
